Lead, Best Use of Resources

Kayla Hoyer is the Best Use of Resources Lead at the IRC. She currently leads the cost research team, which works directly with researchers and country programs to conduct cost-efficiency and cost-effectiveness analyses across sectors. Since joining IRC in 2018, Kayla has worked on 50+ projects and consortiums, such as Ahlan Simsim and PlayMatters, and most recently published IRC’s cost analysis website. Prior to joining the IRC, Kayla worked for Innovation for Poverty Actions and the Movement Advancement Project. Kayla holds a Master of Public Policy from the University of Michigan.
