Cecelia Scheuer
Best Use of Resources, Education Analyst
Cecelia Scheuer is an Education Analyst on the International Rescue Committee’s Best Use of Resources Team. Her work focuses on conducting cost efficiency and cost effectiveness analyses of projects within the IRC's education portfolio to improve the design and delivery of programming. Prior to joining the IRC, Cecelia worked across program development, research, and advocacy spaces at organizations such as the Harvard University Center for Education Policy Research, the Office of Migrant Education at the United States Department of Education, and the American Civil Liberties Union. Cecelia is particularly interested in the intersections between global education, human rights, poverty alleviation, and sustainable development. Cecelia holds a Master of Education in Global, Comparative, and International Education Policy from the Harvard Graduate School of Education and a Bachelor of Arts in Sociology and Political Philosophy from Middlebury College.
